Another are of support has been the Trinidad and Tobago
Citizens Alliance Against Crime which was established in
December 2018, where the Alliance worked to develop the
right programs and plans to assist in the reduction of
crime.
Former FBI Asst. Special Agent in Charge - Robert Clark,
Inspector of the NYPD - Ray Festino and CSI Detective -
Damon Martin have been keen in supporting and assisting the
Alliance to lower the crime rate and make a difference.
The first acts for the organization was to hire six
consultants to work with the Commissioner of Police and the
TTPS:
A former FBI Asst. Special Agent, a CIA expert in the field
of intelligence, a former Attorney General of a USA state, a
LAPD Detective, a Police Chief and a Human Trafficking
expert out of California. This was eventually expanded to
eight consultants. These consultants then focused on the
following:
To develop a plan used to reduce and improve the detection
rate for Homicides.
To assist and support the developing units in each division
to counter the violent crime focusing on gangs.
To use technologies including but not limited to the
following DNA as we have 90000 DNA samples that must be
cleared. Ballistics: To link the weapon and shooter to the
crime committed. Cellular technology: To track, trace and
link criminals to crimes and crime scenes Drones: As a tool
for intervention to prevent and solve crimes especially
focusing on border security. Predictive Analytics: To make
use of systems and programs that are being used effectively
to predict, detect, and deter crime.
Other consultants worked on a National plan on the issue of
Human Trafficking. 700 persons are to be trained from the
TTPS, Governmental Organizations and the Ministry of
Education. By June 2019, 45 persons were trained. The Police
Academy has agreed to make this part of the program for new
recruits and part of their ongoing training. This will also
be implemented in nine divisions and throughout the Police
Youth Clubs.
Another worked on developing a plan to address the erratic
rise in crime in Enterprise, Chaguanas; a comprehensive
intervention with the aid of community policing took place
and crime has declined 85% in that area. Several top
corporate leaders are developing a model based on the
success in Enterprise which we are hoping to implement
throughout the Country.
They also formed numerous committees to support the
following key areas: Community Policing, Fundraising and
PRc. Technology. A full assessment is to be done on School
violence and how it relates to gang violence and the
eventual migration to gangs.
Several officers of the TTPS have also been on training
abroad, at the NYPD and others.
